SB 854, Public Works, Escape Online 5, and You
I recently attended CASBO’s 12th Annual Mini-Conference and Vendor Expo at Twin Rivers Unified School District. While there I sat in on a workshop led by Ruth Hall titled “The Ins and Outs of Public Works: Staying Up-to-Date and Compliant." The presentation included an overview of Public Works and some various other topics, but it was primarily centered on SB 854 – the Public Works Contractor Registration Program. I left the workshop with a basic understanding of the new regulation:
- As of March 1, 2015, contractors and subcontractors must be registered with the Department of Industrial Relations (DIR) in order to bid or be listed in a bid for public works. (Registration must be done annually and costs $300.)
- As of April 1, 2015, no contractors or subcontractors may perform work on any public works project unless they’re registered.
- For all projects over $1,000, districts will need to verify that contractors and subcontractors are registered and have not been debarred.
- Districts will need to complete an online project award notice (PWC-100) for every project over $1,000.
Of course there was a lot more information given, but those were the main points I took away. My first thought was, “This is going to be quite a bit of extra work for purchasing staff!” That thought was followed by, “How can Escape make this easier for our customers?”
